Joe Strummer was a news junkie, and many of the images in the lyrics came from news reports he constantly read. He claimed the initial inspiration came in a conversation he had with his then-fiancee in a taxi ride home.
According to Mick Jones however, it was a headline in the Evening Standard that inspired the lyric. The paper warned that a rising North Sea could flood the whole of the city.
